[WSBARP] utility shut-off of connection to private water system during moratorium

Interesting question came to my attention just now: 

 

does the Governor’s pandemic moratorium preclude the operator of a private
water system from shutting-off a user’s water service?

 

If you don’t know the answer, to whom might you refer me?
