[WSBARP] HOA Insurance Condo/Townhouse Q

Are these types of associations set up as the primary in dwelling coverage for HOA in condo/townhome complex.

My client's homeowner coverage is minimal.

So if client condo floods, by onset of washing machine failure are the claims through both HOA coverage and clients homeowner coverage?

Also, HOA in this example claims they are the claimant.

Maybe I am missing something. Thank you in advance for any advice.
