[WSBARP] No power of attorney

Elder PC lives in Washington but snowbirds in Arizona where she is now in a
hospital.  Her physician states that she is not competent and has
dementia.  She has a competent husband, but no written power of attorney
documents. Is there a statute that allows the husband to act as her power
of attorney and make decisions both medically and financially or will she
need him appointed as her guardian? I guess she could sign a POA in a
moment of lucidity.
