[WSBARP] Condo excluding non-owners

Condo board client (under 64.32) inquires as to whether the board can
prohibit all non-occupants from entering the premises to protect the health
of the Unit Owners.

The declaration is more or less silent on the topic, though it does
prohibit activity that "may be or become an unreasonable annoyance or a
nuisance to the other Owners."  Declaration further gives the Board
discretion to make rules around use of common areas and Units to enforce
the above prohibitions.

Do any of our esteemed "HOA enthusiasts" (or Constitutional scholars) have
thoughts on whether and when an HOA can impose such broad restrictions on
non-owner access to personal residences?
