[WSBARP] Power of attorney obligations

Father in nursing home. Client brother is POA with standard financial and
medical durable documents.  Other brother (brothers don't get along) thru
his attorney requests a HIPPA release so he can directly get info from the
nursing home and doctors plus all father's recent bank records.  What info
does the POA brother need to provide and are his attorneys fees an estate
expense?
