[WSBARP] Question-HOA

The HOA can demand it, but in reality the upstairs unit is at fault for
having a leaky bathtub.  Check the HOA's insurance policy and that of the
upstairs owner to see who has the primary coverage for such damages.  The
downstairs owner should be inconvenienced as little as possible.
