Need to look at declaration as to what is covered by association insurance versus what is owner responsible to cover.

If upstairs unit has leaky bathtub and HOA sends inspectors into downstairs unit that tear drywall hole in downstairs unit, can the HOA demand downstairs unit pay to fix the drywall hole in the ceiling?

It seems obvious that the upstairs unit is responsible for the damage to the downstairs unit, but shouldn't the HOA demand the upstairs unit pay for the fix?
