[WSBARP] 14-day notice and late fees

Can't include contractual late fees on the 14 day notice. Failure is
jurisdictional.

Here is a really good presentation prepared by King County tenant advocates
which was presented earlier this year at a Spokane CLE sponsored by the
Spokane Center for Justice (who then gave me permission to share).
