[WSBARP] New Federal Bill

Per this link the new bill Congress might actually get around to passing 
has money for people at risk of being evicted.  I'm assuming that there 
was such money in a prior bill.  Does anyone know how that money is 
accessed by tenants?  Is it through a state program?
