[WSBARP] RCW 64.38 v. RCW 64.90

Listmates,

 

A "mature" Homeowners Association has asked for its Bylaws to be updated.
In reviewing RCW 64.90.075(a), this HOA appears to be exempt from RCW 64.90
because it was created before July 1, 2018.  Is this a correct
interpretation?
