Have you or your client expressed to the city a willingness to mediate this dispute? That is one way to untrack the procedure.

The link below is to a new nonprofit org operating under the auspices of the Seattle Chamber of Commerce that helps pair private landlords with tenants holding rent vouchers. They provide financial incentives and assistance if things go wrong. Perhaps your client and rejected tenant can get some help there.

There is an absurd stigma against people holding rent vouchers…
