[WSBARP] Question re Legal Descriptions

Greetings list mates,

I am reviewing a legal description for property in Snohomish County. The
description uses a "?" throughout, for example, "...thence north 65?23'
east 252.36 feet;..."  I wonder if the character is a scanning error, or
whether that character is used in place of the "⁰" symbol, or ?
