[WSBARP] Mental Health Competency Evaluation

Geoff: it is traditional to hire a doctor to evaluate and opine when there is a question.  But it just occurred to me that an interrogating lawyer who knows the competency standard and does a declaration re the Q and A should suffice.  Why not?
