[WSBARP] Short Plat enforcement of Road Repair

Nestor, See what Welker v. Mt. Dallas, div 1 unpub July 8, 2019, 78031-1
tells you. It is not exactly the same, and ultimately decided on a very
factually limited basis, but telling about who pays how much. It cites to
the most recent published case, Buck Mountain, 174 Wash App 702. The issue
isn't do they have to pay, it is, usually, does everyone pay the same, or do
they each only pay for the portion of the road they use? Buck Mountain sort
of turns on, those within the plat have the right to use the whole road
system, so they pay for the whole system; neighbors who have rights to the
road only pay based on a reduced amount.

A short plat has a road, which is the responsibility of the owners to
maintain, nothing else is said. The road now is in bad shape. How is the
obligation to repair enforced?
