Ultimately, a lawsuit may be necessary.  But I would try to get the
neighbors to agree.  See Buck Mountain Owners' Association v. Glenn
Prestwich and Barbara Bentley, 174 Wn.App. 702 (Wash.App. Div. 1 2013).

A short plat has a road, which is the responsibility of the owners to
maintain, nothing else is said. The road now is in bad shape. How is the
obligation to repair enforced?
