[WSBARP] SAFE Act - Seller Financing

Listmates

A developer wants to finance the purchase of one of his homes to a friend.  He does not routinely do this and does not intend to finance other sales.  He will not charge any lending fees.

Can he do this without being licensed under 19.146 or the federal SAFE Act?
