[WSBARP] condo common elements expense

Can a condo declaration be amended to provide that damage to a unit from the failure of a common element is the responsibility of the unit owner up to the amount of the deductible for the assn's insurance policy?

In other words, can the condo assn offload the liability for failure to maintain a common element on to the unit owners?

If so, how so?
If not, why not?
