That is the problem. My client filled out the Form 17 against my advice.  The question then becomes since he put it out there [even if we pull the form 17 and have him to another one] does that mean he can now ignore what he has found out from a buyer who back out of the deal?

See RCW 64.06.010(6) - a transfer made by the PR of the state is exempt from Form 17.

The question is: Now that we know of the offender is he obligated to tell the next purchaser?
