[WSBARP] Referral on Real Estate Development

Client is a builder and desires to enter into an agreement with developer where builder will be responsible for marketing the project and gets paid a percentage/commission for sales.  I assume that there may need to be an entity formed between the two to avoid running afoul of marketing real estate without a real estate broker license.  Maybe there is an alternative.
