[WSBARP] Escrow holding proceeds after sale

Good afternoon.  I have a hypothetical situation where PR sells house.
Escrow threatens to hold proceeds until attorney drafts letter stating no
estate taxes are owed. Recourse? Thanks for any responses on this Friday
