[WSBARP] RCW 8.26.010 Tenant Relocation Assistance

Has anyone dealt with, or Is knowledgeable about, the  recent amendment to
the above referenced statute which states:

 

(4) The governing body of any local public agency may elect not to comply
with the provisions of RCW 8.26.035 through 8.26.115 in connection with a
program or project not receiving federal financial assistance initiated on
or before December 31, 2017.

 

I'm being told by opposing counsel that it has the effect of completely
nullifying Chapter 8.26 RCW when invoked in a condemnation proceeding.
