[WSBARP] Government Housing Vouchers - Section 8 Housing Vouchers - VA VASH Vouchers - Fair Housing LL/T

Two questions for the fair housing/landlord tenant attorneys.



1.     What are the King County/City of Seattle practitioners experience
with their ordinance that residential landlords must accept section 8
vouchers and other similar forms of income?  The city of Spokane (wanting
to be all things Seattle) enacted the same ordinance effective July 1 of
this year.  Being a residential landlord myself and also representing lots
of landlords I'm very familiar with the process and requirements for the
landlord to have to bring the property up to section 8/HUD standards.  How
viable of a defense is it if the landlord goes purely to month-to-month
rental agreement because section 8 vouchers like programs require a year
term (or 90 days at a minimum).  Same applies with a landlord who responds
to an applicant that they would not be bringing the property up to section
8 housing standards.  For example, removing peeling paint and repainting,
which is not a habitability issue, but creates issue as far as section 8
standards.



2.     What is your experience with the VA VASH vouchers and enforcement by
the attorney general's office?  I came across a recent consent decree
against a large Spokane property management company and simultaneously one
of my residential landlords also got a demand letter from the attorney
general office for the same claim.  I'm aware of the vouchers but did not
understand them as something that a residential landlord had to accept (or
violate the law per the AG) except as required by a local municipality.
What say you?
