[WSBARP] Refusal to Provide Payoff

The judgment creditor and his attorney refuse to provide a payoff to the 
escrow officer at the title company.  I contacted the judgment creditors 
attorney, same result.  Appears intent is to frustrate the sale because 
he did not get the house in the dissolution. Looking for a way to close.
