[WSBARP] Senate Bill 5239

Has anyone had a chance to review Senate bill 5239<http://app.leg.wa.gov/billsummary?BillNumber=5239&Year=2017>?  It is intended to undo the hardships created by the Supreme Court's Hirst decision.   On first read it appears to attempt to address the more draconian results of Hirst, but maybe my second and third reads will temper my enthusiasm?
