[WSBARP] building set back requirement

My clients bought a house and garage (built in 1988) in which the garage is 2 feet from the property line.  King County setback says it must be 10 feet. The 1988 building permit to construct the garage does not seem to have been signed off. The neighbor now objects. We have a pre-application meeting with KC to discuss getting properly permitted for Already Built Construction.  Anyone have recent experience with this?
