[WSBARP] CRP contracts

Does anyone know if a landlord leases CRP ground to a tenant and it is agreed that tenant is allocated 100% of the CRP payment, but the landlord still charges land rent, does CRP consider the payment of such land rent a reallocation of the CRP, therefore deeming the landlord to have received a portion of the CRP?
