[WSBARP] question on two brothers dividing real estate

I have a question on two PC, brothers wishing to divide some 8 parcels they own together either as tenants in common or jointly owned LLC's. They have a agreement as to who gets what parcels, just would like to avoid paying excise tax. A gift is on avenue but may have tax implications and then there is the possibility of WAC 458-61A-204 ?  Perhaps the LLC's could be dissolved and then the two brothers would own as tenants in common. Any thoughts or experience?
