[WSBARP] Notice of Appt to foreign citizen

Listmates,
Does anyone know if there is a special procedure to notify a foreign national that a PR has been appointed and probate is pending?  We are mailing the Notice directly to the heir,  but I seem to remember that the Notice should also be mailed to the consulate of the foreign national.
