Marc:  I am  commercial broker  and would be happy to take a look at the situation.  If the properties are contiguous there may be an argument that the value as a bundle is higher than individual acquisitions (zoning matters, of course) so there may be an argument to increase all of the purchase prices.  We have worked with clients in the past in condemnation and properties acquired by the City.  Regardless of who your clients retain, it should be someone familiar with the City and their condemnation process.
If I am not right for the assignment I may know someone to whom I could make a referral.  I could make that determination quickly.
