[WSBARP] DNR Aquatic Lands Lease Experience

Does the DNR really own the uplands upon which the building is located?  All DNR Aquatic lands leases I've seen have been for marina condos where the DNR only owned the land under the water.

Hi all.  I am working on a  DNR Aquatic Lands Lease, where the leased land contains a 50k sf 3-story multi-tenant office/retail building.  DNR's form Aquatic Lands Lease form is not set up to accommodate this type of use, and yet (not surprisingly) they are resistant to deviating from the provisions in their standard form of lease.    Does anyone have experience in this context?
