[WSBARP] Mailing notice of trustee sale

RCW 61.24.010 requires that notices of a trustee sale be "transmitted" to
junior lien holders.   Is the day the notice is deposited in the mail the
transmission date, or is additional time allowed for delivery and if so the
usual three days?  I can't find any authority on this.
