I don't think completing a SEPA checklist is likely to be sufficient.
Isn't the SEPA process usually more-or-less integrated into the total
permit application process? The vested rights statute requires a complete
permit application, and the case law allows local ordinances a little room
to vary from that, but not a whole lot.
