I recently contacted classified at skagitpublishing.com, who publishes the classifieds for several newspapers (including the  Herald) and asked, what was their cheapest publication for a notice to creditors and it was the newspaper in Anacortes (was about $250, versus $500).  Respectfully,

 There has been discussion about this on the listserv in the last couple of weeks.  : )'
 
 Basically only one choice these days, cheap or otherwise:  Skagit Valley Herald.  The cheap one is gone, but the Herald brought its cost down to compete when the La Conner Weekly was still functioning.
