I have this explanation on decent authority, but you cannot hold me accountable for it:

The Longview Daily News is owned by Iowa-based Lee Enterprises.

In Washington State, dailies within a county bid on the legal notice rates. If there's no competing daily or weekly in the county--or another publication fails to quote a price to the city or county--the city or county is indeed "stuck" with the bid.  (In Idaho, the state legislature sets the fee.)

You'd think that the Lewis River Review weekly newspaper of Woodland would submit a bid? The weekly Reflector newspaper is nearby but it's physically in Clark County, so it's ineligible.

I suggest you check directly with the Clerk of the Court.  They have the official list.  Perhaps wa-probate hasn’t been updated.

I think you are stuck. The Washington Probate list of newspapers only lists the Longview Daily News https://www.wa-probate.com/legal-newspapers/

I have noticed in counties with only a single paper, prices have been going up sharply.

Something I have been thinking about doing is trying to authorize online-only notice to creditors. Ontario did this with Estably, and it looks fantastic https://notice.estateably.com/all-notices

Definitely something worth considering, especially with experiences like yours.

Is there any alternative to using The Daily News to publish a Notice to Creditors in Cowlitz County?  I was shocked at their quote of $835 since I regularly pay $130 to publish in Vancouver Busines Journal in Clark County.
