In Washington State, dailies within a county bid on the legal notice rates. If there's no competing daily or weekly in the county--or another publication fails to quote a price to the city or county--the city or county is indeed "stuck" with the bid. (In Idaho,

<p class="x_MsoNormal">I have noticed in counties with only a single paper, prices have been going up sharply.</p>
<p class="x_MsoNormal">Something I have been thinking about doing is trying to authorize online-only notice to creditors. Ontario did this with Estably, and it looks fantastic
