[WSBAPT] Creditor's Claim

Hello all:
 
I have a probate that has not yet been opened due to complications but has been filed. 
 
A creditor has already filed a claim for less than $1000.00. Does the person petitioning for PR even have authority to allow or reject the claim? I know if no rejection is given for two months it is deemed accepted. Does this apply even if probate is not opened?
