[WSBAPT] Vehicle issue during probate

My client is the appointed administrator for her mom's estate and has
nonintervention powers. Mom's car was stolen and recovered, and now has no
license plates. The DOL is telling my client they can't issue new plates
while the probate is open, which doesn't seem right.
Is my client able to put the car in her name at this point? What
documentation would she need to take to the DOL?
