I doubt that creating a second small estate affidavit would work by law, as the definition of "Successor" under RCW 11.62.005(2)(a) requires entitlement to claim under the laws of intestate descent and distribution under RCW 11.04, not RCW 11.62 itself. However, if the claimant(s) are in the line of succession for inheritance under RCW 11.04, they would have an independent basis to claim under RCW 11.62. The bank is looking for CYA documentation.
