[WSBAPT] Waaaaay off topic low stakes inquiry

My cousin lives in Illinois and recently asked me for advice on a situation
but I found I had no idea what to suggest so I promised her I'd put it to
the listserve. Here goes--her cat escaped and has been apparently hiding
out in a townhome community several doors away from her house for weeks now.
They have tried many, many things to catch him and have phototrap pictures
that show that it's him. Here's the issue-she was working with a charity
that helps recover lost pets by using humane traps and getting ready to
deploy one in the neighborhood (the townhome neighborhood where she does NOT
live) when their HOA passed an emergency resolution forbidding the practice
because there's a resident who has an outdoor cat (said resident is
apparently convinced my cousin will turn over the outdoor cat to animal
control). She's beside herself and actually considering legal action (what
legal action, though, I have no idea). Her (divorce) attorney told her not
to "tangle" with an HOA, however. She wants to hire a different lawyer but
isn't sure where to look for this type of help. Goodness knows, I have no
idea--are there attorneys out there who specialize in legal action against
HOAs to force them to permit cat trapping on the premises?
