[WSBAPT] judicial review of DOR decision under APA

Listmates, I am filing a petition for judicial review of a WA DOR estate tax "agency action" in superior court. After many hours reviewing the statutes, deskbook and cases, I am still unclear whether I file a summons w/my petition and if yes, in what form.
