[WSBAPT] Estate planning where one spouse likely to be on Medicaid

Listmates,
Scenario: One spouse is likely to need long term care and be on Medicaid in the future. The well spouse wants to disinherit the spouse likely to need care in favor of their adult children so that if well spouse should be the first to die the assets won't pass to the spouse on Medicaid and have to be spent down. If well spouse does dies first, could DSHS require that the spouse on Medicaid petition for a support award from the estate?
