Thanks Bryce.  That is what I'm looking at.  It appears to require a parent or court appointed legal guardian who resides in Washington if a student is "financially dependent."

I checked into several years ago for my grandson who lives in Copenhagen but is a US citizen and the university  of Washington has guidelines on this in establishing residency

              Can anyone recommend an attorney to advise on establishing residency status for purposes of paying in-state college tuition?  Young adult student is living with grandparents who are long-term residents of Washington.  Clients have asked if they can become guardian of grandchild, which does not seem appropriate for a competent grandchild over the age of 18.  Grandparents are willing to be financially responsible for grandchild, but I am unsure how to provide documentation of this to satisfy UW.
