Dalynne: probably yes; but it depends on the language of the order establishing the blocked account.

I have a former client and a GAL was appointed and assisted with the settlement monies into a blocked account.
The father, my client, wants to move from one blocked account to another for better returns.  Does one need a court order for this or can the two institutions move the monies w/o any order?
