[WSBAPT] Lost Title/Estate vehicle

Everyone makes jokes about DMVs in every state being difficult to work with, long lines, etc.  But the fact of the matter is that DMVs do not like cars rolling around titled in the names of dead people.  DMVs are very eager to get titles into the names of living people, and they will work hard to help you accomplish that goal, in my experience.

I went to the dmv when my mom died, filled out the affidavit of lost title and that was that. No pobate was needed or opened.

But this is confusing to me, because the Affidavit of Inheritance specifically says that it is to be used only when no estate administration was necessary, and that is not the case here.
