[WSBAPT] Non-U.S. Resident Estate Beneficiaries

I've recently seen a couple of sources (including the WSBA Probate Deskbook)
say that, for a probate estate with non-U.S. resident beneficiaries, the
Notice of Appointment of Personal Representative, in addition to being sent
to the heirs and beneficiaries, should also be sent to the consulate of the
beneficiary's country of residence, but neither of the sources I saw cite
any actual authority for this. Does anyone know of any authority
requiring/recommending this? Also, is there a particular consular department
or official to whom the notice should be addressed? In this case, we're
talking about the Mexican consulate in Seattle; the decedent's beneficiaries
are his parents, both of whom are Mexican citizens residing in Mexico.
