Hi Brent,
I published an article in the RPPT newsletter on this topic. Notarization is not required. See Estate of Starkel, 134 P.3d 1197, 134 Wn. App. 364 (2006). My article is attached for your reading pleasure.
Best,
Nick

Subject: [WSBAPT] Does 11.20.020 require notarization?

Greetings List -

New probate case has come my way with a Will that includes an attestation and declaration of the two witnesses, but it is not notarized.

The statute specifically states "make an affidavit before any person authorized to administer oaths"

Has anyone been able to have a King County probate where the Court accepted the declaration without further attempt to obtain an affidavit?
