[WSBAPT] recording of Letters

An update on the brouhaha I started with this thread.  Apparently a 
novice document inspector bounced our deed through Simplifile even 
though we provided the Letters and all else necessary.  We brought this 
to the head of the excise unit, got no response but re-filed the same 
stuff the next day and it went through.
