Subject: tree removal issues

Client has trees growing on his property he inherited, and there is old covenant that states trees are not permitted to grow on his property that interfere with water view  from adjacent property and give adjacent owner right to enter and fall trees that interfere with view..Trees have interfered with view from this lot for last 15 plus years but now new owner wants to come in cut the trees and bill my client for it.The question is whether my client is responsible for removal costs if other owner has right of entry and removal and is there a statute of limitation on view obstruction so that if the trees in question have interfered with the view contrary to the covenant must an action for removal be instituted with 6 years or even 10 years or be barred by S/L Thanks for your input.
