[WSBAPT] Domestic well serving 2 parcels

Decedent owns 2 adjacent parcels, each with a home.  Decedent installs well on one parcel and connects the adjacent parcel to the domestic well also.  Decedent then dies and property is sold to 2 different owners.  New owners both discover that there is no well agreement.  The well owner is now threatening to cut off access.  Anyone have experience in similar type situation?  Essentially a shared well with no well agreement and the well parcel attempting to cut off access?
