[WSBAPT] Pierce County reopen Estate

I need to reopen an estate and appoint a new PR since the former PR does not want to do this again.
The only reason to reopen the estate is for claims against insurance, appointing PR to be served with tort litigation.

How is Pierce county handling hearings on Probate for Letters - before COVID, they required an in person hearing to get Letters.
Are they still doing hearings by Court Call with no in person hearings?
